Architect agreement for city hall remodeling and addition project approved

The Spencer City Council on Monday approved an agreement pushing back the city’s possession date for its new city hall building and another agreement with the project’s architect.

Spencer’s new city hall will be in the Northwest Bank building at 101 West Fifth Street. Northwest Bank is building a new corporate facility just off West 18th Street near Spencer Hospital’s Warner Dialysis Center.

At Monday’s city council meeting, the council approved an amended agreement between the city and Northwest Bank that changed the building possession date from March 31 to April 30.

Construction is not expected to begin until June or July, so the possession date change does not affect that timeline, according to an agenda memo.

The amendment does not affect when Farmers Bank will acquire the current city hall.

The council also approved an agreement with Cannon, Moss, Brygger and Associates for the final design for the construction and renovation of the future city hall. The contract amount is $205,000.

The city’s overall budget for the new city hall project is $2.4 million.

2019 West Fourth Street Sewer Replacement Project awarded to Holstein Excavating

The City Council awarded the 2019 West Fourth Street Sewer Replacement Project to Holstein Excavating, which submitted a low base bid of $633,755.

The bid also included an alternate to replace valves in the lift station. Holstein Excavating bid $12,500 for that work.

According to a city council agenda memo, the project will replace an eight-inch cast iron sewer from Country Club Lane to 32nd Avenue West on the north side of West Fourth Street. The memo states the project will benefit homeowners in the area, but also help with IsoNova’s planned expansion.

City Engineer Jim Thiesse told the council that the project completion date is set for November 15, with work scheduled to being on September 1.

Public hearing set for City of Spencer Budget

Among other items approved in its consent agenda, the city council set a public hearing for the city’s fiscal year 2019-2020 budget for its March 4 meeting.
